Inkscape, you have two options : internal import which tries to match text embedded fonts with suitable local fonts, and Poppler import which imports all texts as vectors, the second option always gives me the best result. Start by launching LibreOffice Writer, which should open with a new blank document. Scribus, simply open directly your PDF and you can import text as text (non installed fonts are substituted) or as vector, from my experience importing text as vector gives the best result and avoid Scribus from crashing. If you want to simply annotate your PDF then Okular is more suitable, if you want to save your annotations permanently inside the PDF then you simply select "File>Save as" and save it as PDF under different name and you will get annotations merged to final PDF. ![]()
